{"id":15287,"date":"2025-09-02T19:55:11","date_gmt":"2025-09-02T19:55:11","guid":{"rendered":"https:\/\/skybeaconnews.com\/index.php\/2025\/09\/02\/local-government-reforms-backed-by-mps-despite-power-grab-concerns\/"},"modified":"2025-09-18T04:02:55","modified_gmt":"2025-09-18T04:02:55","slug":"local-government-reforms-backed-by-mps-despite-power-grab-concerns","status":"publish","type":"post","link":"https:\/\/skybeaconnews.com\/index.php\/2025\/09\/02\/local-government-reforms-backed-by-mps-despite-power-grab-concerns\/","title":{"rendered":"Local government reforms backed by MPs despite \u2018power grab\u2019 concerns"},"content":{"rendered":"<p>Labour\u2019s local government reforms have passed their first Commons hurdle, with Angela Rayner hailing a \u201cnew era\u201d for Britain.<!--more--><\/p>\n<p>Transport, planning and housing will be devolved to new unitary local authorities, under proposals in the English Devolution and Community Empowerment Bill.<\/p>\n<p>MPs backed the reforms on Tuesday, voting 365 to 164, majority 201, to pass the Bill at second reading.<\/p>\n<p>Deputy Prime Minister Ms Rayner said the Bill, which will see two-tier district and county councils replaced with one body, will end the \u201cbegging bowl, micro-managing culture\u201d.<\/p>\n<p>Shadow communities secretary Sir James Cleverly accused Ms Rayner of attempting a \u201cpower grab\u201d as he argued the Bill will strip power from local authorities.<\/p>\n<p>Labour MP Jonathan Brash also raised concerns, warning devolution through metro mayors could lead to \u201cpower hoarded, pushed further away from the very neighbourhoods they are supposed to empower\u201d.<\/p>\n<p>A Conservative attempt to block the Bill through a reasoned amendment was rejected, with MPs voting 167 to 367, majority 200.<\/p>\n<p>At the start of the debate, Ms Rayner told the Commons: \u201cI worked on the front line of local government and I saw how it changes people\u2019s lives.<\/p>\n<p>\u201cSo I know I won\u2019t achieve our goals unless we fundamentally change the way our country is run.<\/p>\n<p>\u201cAnd that means handing power back to where it belongs: to local people with skin in the game so that they can make decisions on what really matters to their communities.<\/p>\n<p>\u201cThis is what the Bill will do: drive the biggest transfer of power from Whitehall to our regions and communities in a generation, and ending the begging bowl, micro-managing culture.\u201d<\/p>\n<p>She added: \u201cThis Bill and our response heralds a new era for Britain. A new way of governing which puts politics in the service of working people.<\/p>\n<p>\u201cWhere previous governments promised and failed the British people, this Government is keeping faith.\u201d<\/p>\n<p>Powers in the Bill include a \u201ccommunity right to buy\u201d which could allow groups a first refusal on buying local assets such as pubs or shops.<\/p>\n<p>Clauses in commercial leases which enforce \u201cupward only\u201d rent reviews will be banned in a bid to keep small businesses afloat, helping to end the \u201cblight of vacant high streets\u201d and anti-social behaviour.<\/p>\n<p>As part of boosting the powers of regional mayors, they will be responsible for developing local economic plans and gain control over licensing for e-bikes and planning decisions to \u201cset the direction of growth\u201d.<\/p>\n<p>Mayors will be able to impose \u201cdevelopment orders\u201d to speed up developments, while new \u201cmayoral development corporations\u201d are intended to streamline implementation and attract investment.<\/p>\n<p>Sir James said the Bill is forcing authorities to restructure at a cost and without the approval of councils or voters.<\/p>\n<p>In his first appearance on the front bench since his appointment to the shadow cabinet, he said: \u201cIt is clearly a power grab by her, and her department.<\/p>\n<p>\u201cAnd it isn\u2019t about community empowerment at all. It is about creating a cohort of puppet mayors controlled by (Ms Rayner\u2019s) department,\u201d Sir James added.<\/p>\n<p>The Conservative former minister said the Bill\u2019s title sounded like it had come from the Ministry of Truth in George Orwell\u2019s book 1984.<\/p>\n<p>Mr Brash, MP for Hartlepool, said: \u201cThis is not power in the hands of the people.<\/p>\n<p>\u201cDevolution was supposed to mean decisions made closer to communities, but too often, the reality is it\u2019s the opposite: power hoarded, pushed further away from the very neighbourhoods they are supposed to empower.<\/p>\n<p>\u201cWe must ensure accountability for mayors.
